Genuinely new services

A new registration is not the same thing as a new service

About a third of new entries on the CQC register are not new services at all. They are the same service continuing under a different legal entity.

The measurement

We read 445 recent registrations one by one rather than trusting the date field. 270 were genuinely new. 143 were not: ownership transfers, legal entity changes, relocations of an operating service. 32 were too ambiguous to call either way. Anyone quoting a raw count of new registrations is overstating the real figure by roughly half as much again.

How a transfer gives itself away

Inherited rating: The register carries a flag saying the rating came from a predecessor. It is the single most decisive field.
A rating that cannot have been earned: A location registered days ago carrying a Good rating did not earn it in that time.
Both signals lag: Flag rates fall away in recent months because the deactivations have not published yet. Silence proves nothing.
Postcode matching fails both ways: It misses relocations and rebrands, and false-flags every shared office address.
